Minister Pedro Siza Vieira declined this afternoon the hypothesis of general confinement, but the hypothesis advanced this morning by SIC, of curfew, seems to gain strength.
The Jornal de Notícias writes that this curfew must be decreed in the first two weeks of December, which take two holidays and two bridges, to try to contain the pandemic so that families can get together at Christmas.
The same source says that the measures will only harden at the end of November, with António Costa proposing to the President of the Republic the declaration of State of Emergency, so that the mandatory collection decree can be legal.
At the end of the Social Concert meeting, the Minister of State, Economy and Digital Transition, Pedro Siza Vieira, explained that he listened to the social partners on a set of hypotheses that are being considered to combat the evolution of the covid-19 pandemic. and which will be approved at the Council of Ministers scheduled for Saturday.
Siza Vieira said that the social partners were heard about the possibility that the Government “will extend the restrictions that are currently in force in the municipalities of Paços de Ferreira, Felgueiras and Lousada” to the municipalities and about the possibility of “collecting mandatory ”, as well as resorting“ more intensively to the teleworking regime ”.
Regarding the possibility of extending restrictions to a larger number of municipalities, the minister explained that criteria will be defined that will take into account the evolution of the epidemiological situation, “namely the number of new cases per 100 thousand inhabitants in 14 days, the rate of growth contagion and considering the local situation and after hearing the local authorities. ”
As for the possibility of proceeding with the mandatory curfew, Siza Vieira indicated that the social partners expressed doubts about the effectiveness of the measure, claiming that the greatest number of contagions does not occur on the public road at night, so the Government will “better assess where contagions occur more frequently ”.
The position of the social partners “will be another weighting element that the Government will take into account”, added Siza Vieira.
On the other hand, the minister guaranteed that “the hypothesis of a general confinement similar to what existed in March and April” is ruled out.
According to the minister, all social partners stated that it is necessary to maintain economic activity and face-to-face education in schools, indicating that what is in force in the municipalities of Paços de Ferreira, Felgueiras and Lousada “is an earlier closure of some commercial activity. and restoration, but not the termination of commercial or service or industrial activities and a containment recommendation for citizens ”.
“In this sense, the economic impact of measures like these, even if they were widespread throughout the national territory, would be predictably lower than the one we had in the spring”, underlined Siza Vieira.
The measures to be taken by the Government will be announced by the Prime Minister, António Costa, on Saturday, at the end of the extraordinary Council of Ministers meeting.
The covid-19 pandemic has already claimed more than 1.1 million deaths and more than 45.1 million cases of infection worldwide, according to a report by the French agency AFP.
In Portugal, 2,468 people died from 137,272 confirmed cases of infection, according to the most recent bulletin from the Directorate-General for Health.
The disease is transmitted by a new coronavirus detected in late December 2019 in Wuhan, a city in central China.
